What Is a Scope of Appointment?

If you book a Medicare appointment to talk about Medicare Advantage or Part D drug plans, your agent will ask you to fill out a Scope of Appointment. It sounds formal. It is not.
What It Is
A Scope of Appointment is a short form you complete before a Medicare consultation. It lists the products you want to discuss and the date of your meeting. It confirms that the meeting carries no obligation. You are not agreeing to anything by signing it.
Federal rules require agents to get a signed Scope of Appointment before discussing Medicare Advantage or Part D. If you want to only talk about Medicare Supplement Insurance (Medigap), no form is required. This applies to phone calls, video meetings, and in-person visits. The form protects you. It makes sure the meeting covers only what you asked to talk about.
What It Does Not Do
Filling out a Scope of Appointment does not start an enrollment. It does not select a plan or lock you in to any decision. It simply gives your agent permission to discuss those products with you.
Why This Rule Exists
In the past, some Medicare beneficiaries were enrolled in plans they did not choose. Agents made changes without clear permission. The Scope of Appointment was created to stop that. It puts the control in your hands. You decide what gets discussed, and you decide what happens next.
What To Expect
Agents are required to keep Scope of Appointment records on file. The form must show that you gave your consent on your own. For most people, completing it takes just a few minutes. Your agent will send it before the meeting. You review it, sign it, and the conversation can begin.
